York County Council passes contested tax incentive deal that could compromise $1.5B Rock Hill project

In a 4-3 decision, the York County Council gave final passage to an amended fee in lieu of tax incentive to bring Octapharma Plasma’s $1.5 billion headquarters and manufacturing facility to Rock Hill. But the city may reject it.
