Charleston police arrest man in the shooting of 2 people during Halloween party at apartment complex

Police charged a man who allegedly “recklessly” brandished a handgun during a Halloween party at 930 NoMo. He is accused of shooting two people who were fighting in the hallway. One man died from his injuries.
