Richardson promotes Young, Smith to top leadership roles

Dorchester County Sheriff Sam Richardson has promoted two senior leaders within the Dorchester County Sheriff’s Office, elevating Chief of Staff Stephen Young to chief deputy and Major John J. Smith to chief of staff, effective Dec. 31.
